65.04 - Hats and other headgear, plaited or made by assembling strips of any material, whether or not lined or trimmed. This heading covers essentially hats aid other headgear made from the hat-shapes of heading 65.02 after they have been blocked to shape, have had their brim made or have been lined or trimmed. The hat-shapes are blocked by pressing x ironing on a matrice, usually after having been stiffened by ap lication of gelatin, size, gun, etc. In the process of blocking, the crown opening is iven an ova shape of the required size and at the same time the brim becomes more clearly de ed. S h After blocking, the brim is fashioned to the required shape. Hat-sha es which have been blocked should not be confused with shapes which have not been blockec?(headin 65.02 , notwithstandkg that these latter are sometimes worn as such untrimmed (e.g., or beacI!or country wear:}. r After blocking and, where applicable, brim-shaping, hats and head ear may be sub'ected to fwTher fmishtng operations (e. , fitted with linings, head-ban s, hat-bands, cf! instraps, decorative accessories such as art1 icial flowers, h i t or foliage, pins and feathers). Bi 'f In addition to the articles described above, ihe heading also covers : (1) Hats and other headgear, in a variety of forms, .made by milliners from the hat-shapes of heading 65.02, neither blocked nor with made bnms. (2) Hats and other head ear made directly by assembling strips (other than hat forms of headin 65.02 assem led by sewing i-s spirals, which may be worn directly as hats) of any mteriaf % (3) Hat-sha es of heading 65.02, simply 'blocked or with made brims, and hat-shapes neither blocke to shape nor with made bnms but lined or trimmed (with ribbon, cord, etc.).
1.- This Chapter does not cover : (a) Worn headgear of heading 63.09; (b) Asbestos headgear (heading 68.12); or (c) Dolls' hats, other toy hats or carnival articles of Chapter 95. 2.- Heading 65.02 does not cover hat-shapes made by sewing, other than those obtained simply by sewing strips in spirals.
