67.02 - Artiticial flowers, foliage and fruit and parts thereof; articles made of artif~cial flowers, foliage or fruit. - Of plastics 6702.90 - Of other materials 6702.10 This heading covers : (1) Artificial flowers, foliage and fruit in forms resembling the natural products, made by assembling various parts (by binding, glueing, assembling by fitting into one another or similar methods). This category also Includes conventional representations of flowers, foliage or h i t made up in the manner of artificial flowers, etc. (2) Parts of artificial flowers, foliage or h i t (e.g., pistils, stamens, ovaries, petals, calyces, leaves and stems). (3) Articles made of artificial flowers, foliage or fruit (e.g., bouquets, garlands, wreaths, plants), and other articles, for use as trimmings or as ornaments, made by assembling artificial flowers, foliage or k i t . The heading includes artificial flowers, foliage or h i t fitted with a pin or other minor fastening device. The articles of this headin are mainly used for decoration (e.g., in houses or churches), or as ornaments for hats, appare ,etc. f Subject to the exclusions listed below, these goods plastics, rubber, leather, metal foil, feathers, shells example, artificial folia e of marine animal origin, the ltrnp remains of &e bodies of h drozoa or s ecifications of the preceding paragapi& all such t f e i degree of finish. This heading does not include : (a) Natural flowers and foliage of heading 06.03 or 06.04 (e-g., dyed, silvered or gilded). (b) Floral motifs of lace, of embroidery or of other textile fabric, which thou trimmings for apparel, are not made up in the manner of artificial flowers various parts (petals, stamens, stems, etc.) b binding with wire, textile J or by glueing or similar methods) (Section 0. they can be used as by assembly of the paper, rubber, etc., (c) Headgear of artificial flowers or foliage (Chapter 65). (d) Articles of glass (Chapter 70). (e) Artificial flowers, foliaee or fruit, of pottery, stone, metal, wood, etc., obtained in one piece by moulding, forging, carvin , stamping or other process, or consisting of parts assembled otherwise than by binding, glueing, ~ttinginto one another or similar methods. d (f) Wire sim ly cut to length and covered with textile material, paper, etc., for making stems for artificial ! owers, etc. (Section XV). (g) Articles clearly identifiable as toys or carnival articles (Chapter 95).
1.- This Chapter does not cover : (a) Filtering or straining cloth of human hair (heading 59.11); (b) Floral motifs of lace, of embroidery or other textile fabric (Section XI); (c) Footwear (Chapter 64); (d) Headgear or hair-nets (Chapter 65); (e) Toys, sports requisites or carnival articles (Chapter 95); or (f) Feather dusters, powder-puffs or hair sieves (Chapter 96). 2.- Heading 67.01 does not cover : (a) Articles in which feathers or down constitute only filling or padding (for example, bedding of heading 94.04); (b) Articles of apparel or clothing accessories in which feathers or down constitute no more than mere trimming or padding; or (c) Artificial flowers or foliage or parts thereof or made up articles of heading 67.02. 3.- Heading 67.02 does not cover : (a) Articles of glass (Chapter 70); or (b) Artificial flowers, foliage or fruit of pottery, stone, metal, wood or other materials, obtained in one piece by moulding, forging, carving, stamping or other process, or consisting of parts assembled otherwise than by binding, glueing, fitting into one another or similar methods.
