72.04 - Ferrous waste an scrap; remelting scrap ingots of iron or steel. 7204.10 - Waste and scrap of cast iron - Waste and scrap of alloy steel : 7204.21 - - Of stainless steel 7204.29 - - Other 7204.30 - Waste and scrap of tinned iron or steel - Other waste and scrap : 7204.41 - - Turnings, shavings, chips, millin waste, sawdust, filings, trimmings qand % stampings, whether or not in bun les 7204.49 7204.50 - - Other - Remelting scrap ingots (A) WASTE AND SCRAP The heading covers waste and scrap of iron or steel, as defined in Note 8 (a) to Section XV. Such waste and scrap of iron or steel is of a miscellaneous nature and generally takes the form of: (1) Waste and scra from the manufacture or mechanical working of iron or steel (e.g., crop ends, filings an turnings). B (2) Articles of iron or steel, definitively not usable as such because of breakage, cutting-u , wear or other reasons; iron or steel waste and scrap is usually repared by means of e following processes, in order to adapt it to the dimensions an qualities required by the users : B tg (a) Shearing of flame-cutting of heavy and long pieces. (b) Compression into bales, particularly in the case of light scrap, using for example a hydraulic press. cry (c) Fragmentation (shredding) of motor vehicle bodies and other light scra separation (which may be magnetic) with a view to obtaining a high ensity product by that is fairly clean. (d) Crushing and agglomeration into briquettes of iron and steel filings and turnings. (e) Breaking up of old iron articles. Waste and scrap is generally used for the recovery of metal by remelting or for the manufacture of chemicals. But the heading excludes articles which, with or without re air or renovation, can be re-used for their oses or can be adapted for other uses; it also exc udes d c l e s which can be refashioned into other goo p$ s without first being recovered as metal. Thus, it excludes, for example, structural steelwork usable after renewal of worn-out parts; worn railway lines which are usable as pitprops or m y be converted into other articles by re-rolling; steel files capable of re-use after cleaning and sharpening. f The heading also excludes : (a) Slag, dross, scalings or other vraste f?om the manufacture of iron or steel, even if suitable for the recovery of the metal (heading 26.19). (b) Waste and scrap not usable directly in the iron or steel industry, since it is radio-active (heading 28.44). (c) Broken pieces of pig iron or spiegeleisen (heading 72.01). (B)REMELTING SCRAP INGOTS These roducts are defined in Note 1 (g) to this Chapter. They consist of ingots or pigs normally of hig alloy steel, obtained by remelting and casting of fine shaped waste or scra (e.g., grindmg dust or fine turning chips). They are not rolled and are used as addition pro ucts m steel manufacture. The have a rou and uneven surface, with bubbles, crevices, splits and s h r i i g e holes, cause by the fact at casting was done in used chill moulds. The casting in ingot form is done without a funnel. Consequently, they show no sign of feeder heads or hot tops (deadheads), but have an irregular surface, sometimes in the shape of a trough at the u per end. This surface often has splits m the shape of craters in which proportions of porous J o s s can be observed. R B f
1.- In this Chapter and, in the case of Notes (d), (e) and (f) throughout the Nomenclature, the following expressions have the meanings hereby assigned to them : (a) Pig iron Iron-carbon alloys not usefully malleable, containing more than 2 % by weight of carbon and which may contain by weight one or more other elements within the following limits : - not more than 10 % of chromium - not more than 6 % of manganese - not more than 3 % of phosphorus - not more than 8 % of silicon - a total of not more than 10 % of other elements. (b) Spiegeleisen Iron-carbon alloys containing by weight more than 6 % but not more than 30 % of manganese and otherwise conforming to the specification at (a) above. (c) Ferro-alloys Alloys in pigs, blocks, lumps or similar primary forms, in forms obtained by continuous casting and also in granular or powder forms, whether or not agglomerated, commonly used as an additive in the manufacture of other alloys or as de-oxidants, de-sulphurising agents or for similar uses in ferrous metallurgy and generally not usefully malleable, containing by weight 4 % or more of the element iron and one or more of the following : - more than 10 % of chromium - more than 30 % of manganese - more than 3 % of phosphorus - more than 8 % of silicon - a total of more than 10 % of other elements, excluding carbon, subject to a maximum content of 10 % in the case of copper.
